What do they think is going to happen? It's pretty hard to outline what constitutes acceptable behaviour here. I mean, if it's acceptable to expose your breasts in public, surely it's acceptable for others to look at them (hell, I'm a straight female and I can't help but look). Sure, there's a difference between subtle glances and sustained leering but the latter isn't actually illegal. So, in the spirit of making public life more comfortable for everyone: Don't like guys ogling your naked breasts? Put your top back on.
